The Employment First program is Nebraska’s welfare to work program. All able bodied adults in families receiving Aid to Dependent Children (ADC) benefits are required to participate in the Employment First program. The WDPP works to ensure that the rights of ADC recipients and Employment First participants are protected. The WDPP has worked on issues such as the right to participate in post-secondary education as an employment first work requirement, clarifying how the 24 month limit on ADC benefits is calculated, and eliminating the application of the family cap policy to disabled ADC recipients. Currently, the federal government is in the process of changing some of the regulations on how states must administer their welfare to work programs. The WDPP is actively following this process and how these changes will be implemented in Nebraska.
The surest path to sustainable economic self-sufficiency is higher education. Higher education leads to more stable employment and higher earnings.
